Late winter. February in most of the US, January in the warmer south.
Birds scout nesting sites for weeks before they build. A box that appears in March has already missed the decision. A box that has sat quietly through February has been noticed, checked, and counted as an option.
Chickadees and titmice will also roost inside overnight for warmth in cold weather — and a bird that has slept in your box all winter is very likely to nest in it.

Five to ten feet off the ground. Higher is not better and makes cleaning a chore.
Face the entrance away from prevailing wind and driving rain — east or north in most of North America.
Mount on a post or pole rather than a tree trunk where you can. Trunks are highways for squirrels, raccoons and snakes.
Keep boxes well apart. Most cavity nesters are territorial and will not tolerate a neighbour twenty feet away.

Clear the box out in late autumn once the season is finished, or in early winter before scouting begins. Stiff brush, no chemicals — old nesting material holds parasites.
